Another tried and true favorite Halloween costume of mine is the Hamburglar.  You can’t go wrong with this costume!  It’s cheap and easy to make, not to mention the fact that almost everyone will know exactly what you are and compliment you for it.  Trust me, I lived this.

What you need:

Prisoner costume (should cost about $20 from a costume shop)

Yellow t-shirt: Rip it up and make a cape out of it. Save one strip to wrap around your hat

Red Tie

Draw hamburgers, color them in, cut them out, and attach to the tie

Black wide-brimmed hat.  You can find a plastic one at the costume shop. About $5

Black eye mask

Not only an awesome costume, but super-comfortable and cheap!
